You stated that you recently resigned from your position as Director of <br /> Engineering for St.Tammany Parish. You held the Director of Engineering position for six months, <br /> following four years in the private sector as a consultant.Your responsibilities as Director included <br /> oversight of the Department of Engineering's consultant review process and offering <br /> recommendations to the Parish President and Parish Council on firms to perform engineering work <br /> for the Parish. The final selection of these firms and the awarding of contracts were made by the <br /> Parish President and the Department of Administration. <br /> Your future employment would be with a firm that performs consulting, design, and construction <br /> work in the fields of Planning,Engineering,Surveying,and Construction management.You would <br /> be employed as a staff engineer. You have no ownership interest in the company nor do you serve <br /> in a director position. The firm is headquartered in Slidell, Louisiana and is presently providing <br /> engineering services to St. Tammany Parish,and has done so for many years. In the new position, <br /> you will separate yourself and avoid any representation of the firm in business matters with the St. <br /> Tammany Parish. You will not directly or indirectly assist the firm in any matters relating to the <br /> St. Tammany Parish government for a period of two years. <br /> The Board concluded and instructed me to inform you that the Code of Governmental Ethics will <br /> not prohibit you from accepting employment with the consulting firm, nor will it prohibit the <br /> consulting firm from providing services for St. Tammany Parish. Section 1121A(1) of the Code <br /> prohibits a former agency head, for a period of two years following the termination of his public <br /> service, from assisting another person for compensation in a transaction, or in an appearance in <br /> connection with a transaction, involving his former agency or render any service on a contractual <br /> basis to or for such agency. Based on the facts given, it does not appear that you will assist the <br /> consulting firm in transactions with St. Tammany Parish nor does it appear that you will be <br /> rendering a service back to St. Tammany Parish on a contractual basis. As, such there is no <br /> violation of the Code for you to accept employment with the consulting firm. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
