Consent opinion in which Jerome Richard agrees that he violated La. R.S. 18:1505.2I(1) and La. R.S. 18:1505.1C for failing to disclose or accurately disclose contributions accepted and expenditures made totaling approximately $37,000 related to his personal use of his campaign funds on campaign finance disclosure reports. The personal use of funds was related to a gambling habit or to pay debts he could not pay as a result of his gambling habit.

IN THE MATTER OF JEROME RICHARD CONSENT ORDER NO:2016-908
The Louisiana Board of Ethics ("the Board"), after conducting a confidential
investigation pursuant to La.R.S. 18:1511.4, finds the following in regard to Jerome Richard:
Jerome Richard was elected State Representative, 55th District, State of Louisiana, on
October 24, 2015.This election resulted in Jerome Richard's third consecutive term of office in
the Louisiana House of Representatives.
From January 1,2012 until July 31,2016,Jerome Richard used approximately$37,000 in
campaign funds for his personal use to fund a gambling habit or to pay debts he could not pay
because of his gambling.
La. R.S. 18:1505.2I(1)provides that contributions received by a candidate or a political
committee may be expended for any lawful purpose,but such funds shall not be used,loaned,or
pledged by any person for any personal use unrelated to a political campaign or the holding of a
La. R.S. 18:1505.2J(1) provides that any candidate, treasurer, or chairman of a political
committee who violates any provision of Subsection H or I of this Section shall be assessed a
penalty of not more than five thousand dollars or the amount of the violation, whichever is
greater, except that the penalty for a knowing and willful violation shall not be more than ten
