Halbrook <br /> 2610 Foxxwood Drive <br /> Ruston, Louisiana 71270 <br /> Re: Docket No.2022-326 <br /> Advisory Opinion <br /> Dear Mr. Halbrook: <br /> The Louisiana Board of Ethics, at its meeting on July 8, 2022, considered your request for an <br /> advisory opinion concerning potential issues involving the Code of Governmental Ethics("Code") <br /> that may arise if you are elected to the Ruston City Council while your son is employed as the City <br /> of Ruston Public Works Utilities Manager. <br /> FACTS PROVIDED <br /> You intend to run for election to the Ruston City Council in the fall of 2022. Your son, Andrew <br /> H. Halbrook, was hired by the City of Ruston in 2015 and is currently employed as the Public <br /> Works Utilities Manager. He reports to the Director of Public Works and supervises 31 city <br /> employees. <br /> ISSUES <br /> 1. Whether your election to the City of Ruston would prohibit your son, Andrew H. Halbrook, <br /> from remaining employed with the City of Ruston? <br /> 2. If your son is responsible for preparation of portions of the city budget every year, are you <br /> allowed to vote on the budget? <br /> 3. If a general pay raise for all employees is brought to a vote by the council either in the annual <br /> budget or as an amendment to the annual budget, are you allowed to vote on it? <br /> 4. If your son is managing a project and the project needs approval from the city council to move <br /> forward, are you allowed to vote on it? <br /> LAW <br /> La.
