Lopez St. <br /> New Orleans, Louisiana 70125 <br /> RE: Docket No. 2022-802 <br /> Advisory Opinion <br /> Dear Ms. Jeffers: <br /> The Louisiana Board of Ethics ("Board"), at its December 2, 2022 meeting, considered your <br /> request for an advisory opinion as to whether the post-employment restrictions in the Code of <br /> Governmental Ethics prohibit you, a former Booker T. Washington High School Assistant <br /> Principal, from transacting with Booker T. Washington High School students and other public <br /> school students by learning through international travel. <br /> FACTS PROVIDED <br /> You stated you are a former employee of KIPP New Orleans Schools, which holds the charter for <br /> the Booker T. Washington High School Charter School. You were the Assistant Principal at <br /> Booker T.Washington High School.Additionally,during your employment with KIPP,you served <br /> as a chaperon on one international trip to Costa Rica. This was not part of your job duties and you <br /> were not compensated for serving as a chaperon. <br /> You have founded an LLC that creates a curriculum for experiential learning international travel. <br /> You hope to work with Booker T. Washington High School and other KIPP Schools. You stated <br /> that you will provide a new service, including a curriculum and itinerary, to new students and <br /> teachers. <br /> LAW <br /> La. R.S. 42:1121B provides that no former public employee shall, for a period of two years <br /> following the termination of his public employment, assist another person, for compensation, in a <br /> transaction, or in an appearance in connection with a transaction in which such former public <br /> employee participated at any time during his public employment and involving the governmental <br /> entity by which he was formerly employed, or for a period of two years following the termination <br /> of his public employment, render, any service which such former public employee had rendered <br /> to the agency during the term of his public employment on a contractual basis, regardless of the <br /> parties to the contract,to, for, or on behalf of the agency with which he was formerly employed. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
