ANALYSIS
LSBEP members would be receiving complementary admission to a non-profit event, at which they would
be either giving a speech or participating in a discussion as a panel member or delegate. As a result, the
exception in La. R.S. 42:1123(13) would permit their receipt of the complimentary admission.
Furthermore, La. R.S. 42:1123(13)contains no disclosure requirements for such reimbursement or waiver
of the admission fees for the LSBEP members.
CONCLUSION
The Board concluded, and instructed me to inform you, that based on the facts presented, the Code does
not require the LSBEP or its members to disclose waiver of registration fees.
This advisory opinion is based solely on the facts as set forth herein.Changes to the facts as presented may
result in a different application of the provisions of the Louisiana Code of Governmental Ethics. The Board
issues no opinion as to past conduct or as to laws other than the Louisiana Code of Governmental Ethics,
the Campaign Finance Disclosure Act,the Lobbyist Disclosure Act, and the conflict of interest provisions
contained in the Louisiana Gaming Control Law.
