While maintaining your employment, you applied to participate in state
sponsored career advancement programs that are made possible by the Workforce Innovation and Opportunity Act.
Your application was denied through your local Louisiana Workforce Commission Office allegedly because you are
an active/current City of Shreveport employee. The LWC represented that it would be an ethics violation for you to
participate in the sought after programming.
CONCLUSION
The Board concluded, and instructed me to inform you, that based on the facts presented, the Code does prohibit you
from participating in Louisiana-state sponsored training programs through the Louisiana Workforce Commission
while being employed by the City of Shreveport.
This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as presented may result in
a different application of the provisions of the Louisiana Code of Governmental Ethics. The Board issues no opinion
as to past conduct or as to laws other than the Louisiana Code of Governmental Ethics, the Campaign Finance
Disclosure Act,the Lobbyist Disclosure Act,and the conflict of interest provisions contained in the Louisiana Gaming
Control Law.
