While maintaining your employment, you applied to participate in state <br /> sponsored career advancement programs that are made possible by the Workforce Innovation and Opportunity Act. <br /> Your application was denied through your local Louisiana Workforce Commission Office allegedly because you are <br /> an active/current City of Shreveport employee. The LWC represented that it would be an ethics violation for you to <br /> participate in the sought after programming. <br /> CONCLUSION <br /> The Board concluded,and instructed me to inform you,that based on the facts presented,the Code does prohibit you <br /> from participating in Louisiana-state sponsored training programs through the Louisiana Workforce Commission <br /> while being employed by the City of Shreveport. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as presented may result in <br /> a different application of the provisions of the Louisiana Code of Governmental Ethics. The Board issues no opinion <br /> as to past conduct or as to laws other than the Louisiana Code of Governmental Ethics, the Campaign Finance <br /> Disclosure Act,the Lobbyist Disclosure Act,and the conflict of interest provisions contained in the Louisiana Gaming <br /> Control Law.
