The LSBHI is the"agency"of each Scott <br /> Heame, Frederick Williams and Michael Roberts of as defined by La. R.S. 42:1102(2)(a)(i). <br /> Further, as members of the LSBHL each of Scott Hearne, Frederick Williams and Michael <br /> Roberts is an"agency head'for the LSBHI as defined by La. R.S. 42:1102(3). <br /> 3. <br /> Pursuant to the LHILL, home inspectors in Louisiana must attain a certain number of <br /> continuing education ("CE")hours each year. Pursuant to the LHILL, persons must be approved <br /> by the LSBHI as CE providers to teach CE classes. <br /> 4. <br /> From May 2019 through February 2020, Scott Hearne conducted 7 CE seminars at which <br /> he was the teacher. At those seminars, a total of 33 persons attended and paid Mr. Hearne a total <br /> of$2,070. <br /> 5. <br /> From July 2020 through December 2021, Frederick Williams conducted 11 CE seminars <br /> at which he was the teacher. At those seminars, a total of 36 persons attended and paid Mr. <br /> Williams a total of$1,900. <br /> 6. <br /> On December 4, 2020, the LSBHI approved an application submitted by Michael Roberts <br /> to serve as a pre-licensing CE provider. <br /> 7. <br /> From January 2021 through December 2021, Michael Roberts conducted 3 CE seminars <br /> at which he was the teacher. At those seminars, a total of 25 persons attended and paid Mr. <br /> Roberts a total of$1,500. <br />
