Box AL <br /> Reserve, Louisiana 70084 <br /> Re: Docket No. 2023-600 <br /> Advisory Opinion <br /> Dear Ms. Spears, <br /> The Louisiana Board of Ethics, at its meeting on October 6, 2023, considered your request for an <br /> advisory opinion as to whether the Code of Governmental Ethics ("Code") prohibits the St. John <br /> the Baptist Parish School Board from entering into transactions with the New Wine Development <br /> Corporation, Inc. and New Wine Christian Fellowship Church, Inc. <br /> FACTS PROVIDED <br /> Over the past several years,St.John the Baptist Parish School Board("School Board")has entered <br /> into agreements with New Wine Development Corporation,Inc.("Corporation")to provide Before <br /> and After School Care and Tutoring and Stem/Enrichment Summer Camps. The School Board <br /> utilized grant funding to award scholarships to students to attend before/after care, tutoring and <br /> summer camp. The Corporation invoiced the School Board; and, the School Board paid the <br /> invoices primarily through the grants awarded to the School Board. <br /> The School Board also entered into agreements for compensation with New Wine Christian <br /> Fellowship Church, Inc. ("Church")for the use of its building for awards ceremonies, college and <br /> career fairs, and meetings. Both the Church and the Corporation have also contracted with the <br /> School Board for use of its school buses for the purpose of bringing students on field trips and <br /> transporting volunteers. <br /> Samuel Mamou was elected to the St. John the Baptist Parish School Board, District 7 on <br /> November 8, 2022. Mr. Mamou is married to Kristen Mamou. <br /> The Corporation is a 501(c)(3) non-profit organization recognized by the Internal Revenue <br /> Service. As such, the Corporation is not owned by a particular individual. It is led by Kristin <br /> Mamou's brother,Neil Justin Bernard,who serves as its President and Board Chairperson.
