Ethics Board Docket No. 2021-1041 <br /> Page 3 of 9 <br /> review, interpret, and analyze a variety of complex and multi-faceted information and make <br /> recommendations based on findings;3)develop and/or acquire quality curriculum for each training <br /> opportunity; 4) create and manage budgets, project management plans, and reports to ensure <br /> successful completion an funding accountability; and, 5) encourage instructional innovation <br /> through promotion of online learning opportunities, development of web enhanced curriculum, <br /> and support for training programs. <br /> 4. <br /> On September 17, 2020, Mr. Savoie sent an email to Dr. Bruce Waguespack ("Dr. <br /> Waguespack"), Vice Chancellor of Workforce Development with RPCC, and informed Dr. <br /> Waguespack that he was resigning from his position as Director of Workforce Solutions, effective <br /> September 20, 2020. <br /> 5. <br /> Mr. Savoie terminated his employment with RPCC on September 20, 2020. <br /> 6. <br /> On November 9,2020,at the request of Dr.Waguespack,Mr. Savoie entered into a contract <br /> ("the contract")with RPCC to with a term of November 10,2020 through June 30,2021,to provide <br /> professional services to RPCC. The contract provided that those professional services were to <br /> include, but were not limited to, the following: 1) review and recommend revisions and <br /> improvements to training content; 2) other training related services requiring the experience, <br /> expertise and talent of the contractor; and 3) the contractor must comply with all RPCC/LCTCS <br /> policies and standards. <br />
