Ethics Board Docket No. 2023-348 <br /> Page 2 of 8 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to David Spano by virtue of Section <br /> 1141C(3)(f) of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 1. <br /> David Spano ("Mr. Spano") has been continuously employed as a Non-Owner Operator <br /> school bus driver for the Tangipahoa Parish School Board ("TPSB") in the Transportation <br /> Department since 2011. <br /> 2. <br /> Dave's Full Service Automotive,Inc., ("Dave's Full Service")is registered to do and doing <br /> business in Louisiana and is domiciled in Tangipahoa Parish and lists its physical address as 310 <br /> East Thomas Street, Hammond, Louisiana, 70401. Mr. Spano owns 50 percent of Dave's Full <br /> Service. Mr. Spano's wife, Sandra Spano, owns 50 percent of Dave's Full Service. <br /> 3. <br /> Dave's Full Service provided two types of service to TPSB school buses: diesel fueling <br /> and minor maintenance and repair. The latter entailed changing oil, adding antifreeze, replacing <br />
