Ethics Board Docket No. 2023-348 <br /> Page 3 of 8 <br /> bulbs or windshield wipers, and dispensing Diesel Exhaust Fluid ("DEF"), which the federal <br /> government requires to be added to diesel-burning buses to reduce emissions. From 2020-2023, <br /> the TPSB paid Dave's Full Service $45,388.04 for diesel and minor maintenance and repair. <br /> 4. <br /> In 2023, the TPSB and Dave's Full Service severed the business relationship. The TPSB <br /> ceased making payments to Dave's Full Service for maintenance and repairs in February 2023. <br /> The TPSB's outstanding balance for services provided by Dave's Full Service is $3,759.02. <br /> 5. <br /> From 2020-2023,the Credit Card Transactions for Diesel from Dave's Full Service totaled <br /> $141,071.70. While school bus drivers charged diesel to the TPSB's longstanding account with <br /> Dave's Full Service, most diesel 2020-2023 was purchased with interest-free credit made possible <br /> by the State of Louisiana's Office of State Procurement contract with Georgia-based fuel delivery <br /> and logistics company, Mansfield Oil Company of Gainesville, Inc. ("Mansfield Contract"). <br /> 6. <br /> Political subdivisions of the state, such as the TPSB, were eligible to apply for the line of <br /> credit under the contract's Cooperative Purchasing clause. The credit arrangement provision in the <br /> Mansfield Contract was offered by virtue of Mansfield's partnership with U.S.Bank Voyager Fleet <br /> Systems ("Voyager"). Mansfield, for its part, accepts the credit risk, monitors cardholders' billing <br /> cycles, and provides training and other assistance. Voyager issued cards ("Fuel Cards") to the <br /> TPSB; to purchase fuel, the card is swiped in a merchant's card reader, which prompts the user for <br /> the driver's Personal Identification Number and an odometer reading Voyager billed the TPSB for <br /> the balance owed. The TPSB in turn remitted payment in full by a certain deadline to Voyager. <br />
