In that role,he is the head of the department responsible for the Town's utility and sewer <br /> services. <br /> The Village of Mooringsport(the"Village") currently has a contractual agreement with the Town <br /> f6r the purchase of bulk water,which is then distributed to the residents of the Village. <br /> Mr. Fuller has proposed a contract (the "Proposed Contract") to the Village in which he would <br /> personally contract to serve as the operator of the Village's water system. <br /> You would like to know if the Village may enter into, and make payments in accordance with,the <br /> P-.-o-)osed Contract with Mr. Fuller. <br /> LAW <br /> La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value <br /> for any service, the subject matter of which is devoted substantially to the responsibilities, <br /> programs, or operations of the agency of the public servant and in which the public servant has <br /> participated. <br /> La.
