42:1102(3) Dr. Quenton Fontenot is an agency head over Office of Research and Sponsored <br /> Programs within the Department of Biological Sciences.Dr.Allyse Ferrara is not a faculty member <br /> in the Office of Research and Sponsored Programs. <br /> Therefore, La. R.S. 42:1119A does not prohibit Dr. Allyse Ferrara's employment within the <br /> Department of Biological Sciences. However, to avoid a participation conflict with La. <br /> R.S.42:1112B(1) which prohibits servant such as Dr. Quenton Fontenot from participating in any <br /> transaction in which his immediate family member, Dr. Allyse Ferrara may have a substantial <br /> economic interest the disqualification plan was developed pursuant to La. R.S. 42:1112C. <br /> The disqualification plan submitted,all matters involving Dr. Quenton Fontenot and/or Dr. Allyse <br /> Ferrara's employment will be handled by Lacey Hoffpauir Crochet, MBA, Chief Innovation <br /> Officer within the Department of Biological SciencesThe proposed disqualification plan meets the <br /> requirements of Chapter 14 of the Title 52 of the Louisiana Administrative Code - Rules of the <br /> Board of Ethics. <br /> CONCLUSION <br /> The Board concluded and instructed me to inform you that Dr. Allyse Ferrara employment as a <br /> faculty member in the Department of Biological Sciences, while her husband Dr. Quenton <br /> Fontenot currently serves as Director of the Office of Research and Sponsored Programs within <br /> the Department of Biological Sciences presents no issues under the Code. Also, the proposed <br /> disqualification plan has been approved. <br /> Changes to the facts as presented may result in a different application of the provisions of the <br /> Louisiana Code of Governmental Ethics.
