Ethics Board Docket No. 2024-510 <br /> Page 4 of 9 <br /> 9. <br /> Between April 2023 and May 2024, all CCB camp and academy registration fees were <br /> received by Sulphur High School and recorded under the CCB Camp financial reconciliation <br /> activity sub-account ("CCB Camp sub-account"), and all CCB camp and academy operating <br /> expenses were disbursed by Sulphur High School out of the CCB Camp sub-account. <br /> 10. <br /> If called to testify, Adam Coleman would state that at all times pertinent hereto, he sought <br /> and followed the advice and counsel of administrators and executives from the Calcasieu Parish <br /> School Board. As the information provided in this opinion shows, produced through thorough <br /> investigation, Mr. Coleman consistently followed the direction of those who were entrusted with <br /> knowledge and understanding of the facts, law, and circumstances surrounding the administration <br /> of CCB and its camps, and Mr. Coleman did not undertake any action independently. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 1. <br /> La. R.S. 42:1113A(1)(a) prohibits a public servant or a legal entity in which he has a <br /> controlling interest from bidding on or entering into any contract, subcontract,or other transaction <br /> that is under the supervision or jurisdiction of the agency of such public servant. Section 1113A <br /> of the Ethics Code provides in pertinent part: <br /> §1113. Prohibited contractual arrangements <br /> A.(1)(a)No public servant, excluding any legislator and any appointed member of <br /> any board or commission and any member of a governing authority of a parish with <br /> a population of ten thousand or less,or member of such a public servant's immediate <br /> family, or legal entity in which he has a controlling interest shall bid on or enter <br />
