Hartman has been an employee of Ergon since January 19, 2015. At all pertinent <br /> times herein, Mark Hartman was employed by Ergon as an Area Sales Manager for Louisiana. <br /> 5. <br /> On November 16, 2022, Mark Hartman, on behalf of Ergon, submitted a bid letter to the <br /> UPPJ seeking a business relationship by offering to supply the UPPJ with the asphalt emulsion <br /> product CRS-2 at a set price for a six-month period. <br /> 6. <br /> In reliance on Ergon's bid letter dated November 16, 2022, Tommy Durrett approved a <br /> UPPJ Purchase Order dated February 9, 2023, to buy 2,493 gallons of CRS-2 at $2.79 per gallon <br /> from Ergon for a total amount of$8,159.21. On February 10, 2023,Ergon issued an invoice to the <br /> UPPJ for the CRS-2 purchase totaling $8,159.21. On February 22, 2023, the UPPJ issued a <br /> payment to Ergon by check in the amount of$8,159.21, which was deposited into Ergon's bank <br /> account on March 1, 2023. <br /> 7. <br /> On June 20, 2023, Mark Hartman, on behalf of Ergon, submitted a new bid letter to the <br /> UPPJ seeking further business by offering to supply the UPPJ with additional asphalt emulsion <br /> products at a set price from July 1, 2023, through December 31, 2023. <br />
