Ethics Board Docket No. 2024-113 <br /> Page 4 of 11 <br /> 8. <br /> On November 16, 2023,November 30, 2023, December 7, 2023, and December 14, 2023, <br /> the UPPJ published a Notice to Bidders that it will receive bids for the purchase of a twelve-month <br /> supply of AC-10 Asphalt, MC-30 Prime, Asphalt Emulsion Prime (AEP), and CRS-2 Prime <br /> beginning January 1, 2024, and ending December 31, 2024, at the UPPJ Office until 10:00 A.M. <br /> CST on Tuesday,December 19,2023,at which time the road material bids will be publicly opened <br /> and read aloud. <br /> 9. <br /> On December 5,2023,Mark Hartman submitted Ergon's bid to the UPPJ for the requested <br /> twelve-month supply of asphalt and asphalt emulsion products. <br /> 10. <br /> Mark Hartman invited Tommy Durrett and his wife to Ergon's Christmas party in <br /> Nashville, Tennessee, and provided Tommy Durrett with complimenta.ry hotel accommodations <br /> for three nights at the Hilton Nashville Downtown from December 13, 2023, to December 16, <br /> 2023, to attend the event. <br /> 11. <br /> On December 16, 2023, Mark Hartman used his American Express credit card to pay the <br /> Hilton Nashville Downtown for Tommy Durrett's three-night stay there,which totaled$1,2143.16 <br /> and included valet parking fees and t�. Mark Hartman also submitted an expense report to Ergon <br /> for the Hilton hotel transaction of$1,2143.16 on December 16, 2023, with the comment, "Hotel <br /> room for guest and wife[,] Ergon Christmas Nashville, Tommy Durrett[,] Union parish public <br /> works director." <br />
