You ask whether you are permitted to receive payment from a third party to work on the <br /> development of the offshore wind strategic plan. La. R.S. 42:1121(B) prohibits you, for a period <br /> of two years following the end of your employment, from assisting a person for compensation in <br /> any transaction involving the State of Louisiana concerning the offshore wind strategic plan since <br /> you participated in the offshore wind strategic plan while employed by the State of Louisiana.As <br /> such, La. R.S. 42:1121(B) will prohibit you from assisting third parties in matters involving the <br /> offshore wind strategic plan, if you would be required to assist that person in a transaction <br /> involving the State of Louisiana or an agency thereof. <br /> You also ask whether you are permitted to receive payment,either directly from LDNR or through <br /> a subcontract from its selected contractor, to work on the development of the offshore wind <br /> strategic plan. La. R.S. 42:1121(B) prohibits you, for the same two-year period, from rendering <br /> the same services back to your agency, the Governor's Office of Coastal Activities, through a <br /> contractual relationship with the Governor's Office of Coastal Activities. However, La. R.S. <br /> 42:1121(13) does not prohibit you from rendering contractual services directly to LDNR provided <br /> that the services do not involve the Governor's Office of Coastal Activities. <br /> ISSUE NO.2—TECH HUB GRANT <br /> As part of your public duties, you provided input and feedback relative to a U.S. Economic <br /> Development Administration ("EDA") Tech Hub grant application to develop an offshore wind <br /> tech hub submitted by LSU and its grant partners. As a result, LSU received $500,000 from EDA <br /> to conduct strategic planning and develop the Tech Hub. <br /> You ask whether you are permitted to receive payment from a third party to work on the <br /> development of the Tech Hub. La. R.S. 42:1121(B) prohibits you, for a period of two years <br /> following the end of your employment,from assisting a person for compensation in any transaction <br /> involving the State of Louisiana concerning the EDA Tech Hub grant application since you <br /> participated in the EDA Tech Hub grant application while employed by the State of Louisiana.As <br /> such, La.
