Box 1757 <br /> Opelousas, Louisiana 70571 <br /> Re: Docket No. 2023-933 <br /> Advisory Opinion <br /> Dear Assistant Chief Guidry: <br /> The Louisiana Board of Ethics,at its meeting on January 5,2024,considered your advisory opinion <br /> request as to whether the Code of Governmental Ethics ("Code") prohibits the City of Opelousas <br /> Police Chief's son from working as a reserve officer for the Opelousas Police Department. <br /> FACTS PROVIDED <br /> Graig J. LeBlanc is the current Chief of Police for the City of Opelousas Police Department. Chief <br /> LeBlanc's son, Traven J. LeBlanc, is currently employed with the Leonville Police Department <br /> and is interested in working as a reserve officer for the Opelousas Police Department. Reserve <br /> officers are supervised at all times by full-time staff officers. Reserve Officers report directly to a <br /> full-time staff officer tasked with overseeing the reserve officers as a group. Reserve officers are <br /> required to work 12 hours of voluntary service per month to maintain their reserve officer status <br /> with the Opelousas Police Department. <br /> LAw <br /> La. R.S. 42:1119A states that no member of the immediate family of an agency head shall be <br /> employed in his agency. <br /> La. R.S. 42:1102(2)(a)(i) defines "agency" to mean a department, office, division, agency, <br /> commission, board, committee, or other organizational unit of a governmental entity. <br /> La. R.S. 42:1102(3) defines "agency head" to mean the chief executive or administrative officer <br /> of an agency or any member of a board or commission who exercises supervision over the agency. <br /> La.
