ANALYSIS
As the Chief of Police for the City of Opelousas Police Department, Graig J. LeBlanc is the
"agency head," and the Opelousas Police Department is his "agency," according to La. R.S.
42:1102(3) and La. R.S. 42:1102(2)(a)(i), respectively. Chief LeBlanc's son, Traven J. LeBlanc,
is a member of his "immediate family" pursuant to La. R.S. 42:1102(13).
La.R.S.42:1119A prohibits an immediate family member of an agency head from being employed
in his agency. Thus, Chief LeBlanc's son is prohibited from working as a reserve officer for the
Opelousas Police Department.
CONCLUSION
The Board concluded, and instructed me to inform you, that the Code prohibits Traven J. LeBlanc
from working as a reserve officer for the Opelousas Police Department while his father, Graig J.
LeBlanc, is the Chief of Police.
This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as
presented may result in a different application of the provisions of the Code of Governmental
Ethics. The Board issues no opinion as to past conduct or as to laws other than the Code of
Governmental Ethics, the Campaign Finance Disclosure Act, the Lobbyist Disclosure Acts, and
the conflict of interest provisions contained in the Louisiana Gaming Control Law.
If you have any questions, please contact me at(800) 842-6630 or(225) 219-5600.
Sincerely,
LOUISIANA BOARD OF ETHICS
qtA-AY-
Jessica T.
