FAX:(225)381-7271 <br /> 1-800-842-6630 <br /> www.ethics.la.gov <br /> February 6, 2024 <br /> Richard Raynie <br /> 2337 Government Street <br /> Baton Rouge, Louisiana 70806 <br /> Re: Docket No. 2023-1070 <br /> Advisory Opinion <br /> Dear Mr. Raynie: <br /> The Louisiana Board of Ethics, at its meeting on February 2, 2024, considered your request for an <br /> advisory opinion as to whether the Code of Governmental Ethics ("Code") prohibits you from <br /> accepting employment with the U.S.Army Corps of Engineers following your retirement from the <br /> Coastal Protection and Restoration Authority. <br /> FACTS PROVIDED <br /> You were previously employed as a Coastal Resources Administrator within the Executive <br /> Division of the State of Louisiana's Coastal Protection and Restoration Authority("CPRA"). You <br /> retired on July 15, 2023. <br /> While employed with CPRA,your duties included developing and implementing the System-Wide <br /> Assessment and Monitoring Program,Adaptive Management Program, and natural resources and <br /> habitat restoration monitoring programs. You also managed the financial components and budgets <br /> of monetary awards from projects and programs related to restoration activities.Additionally, you <br /> represented the State of Louisiana on several high-level regional teams, including the RESTORE <br /> Council Monitoring and Adaptive Management Working Group and the National Resource <br /> Damage Assessment Monitoring and Adaptive Management Trustee Implementation Group. <br /> You have been offered a Biologist position in the Programs and Project Management Division of <br /> the U.S.Army Corps of Engineers in the New Orleans District. Your employment will involve the <br /> Lower Mississippi River Comprehensive Management Study, which is federally funded, and <br /> Section 408 permissions for projects such as the Mid-Breton Sediment and Diversion Project.You <br /> were not involved with these projects or the U.S. Army Corps of Engineers while employed with <br /> CPRA. <br /> AGENCY& GOVERNMENTALENTITY <br /> La.
