Appearance in connection with an advisory opinion request, submitted on behalf of the NAACP-Northwest Region and the National Action Network, regarding certain transaction involving the LSU Health Sciences Center in Shreveport.
Facts:
The request, submitted on behalf of the NAACP-Northwest Region and the National Action Network, asserts that these organizations have a direct interest in the transactions involving the LSU Health Sciences Center in Shreveport as a result of their representation of a community that will be directly adversely affected by the proposed transactions which will lead to the decreased availability to healthcare for underserved populations.
Law:
Rule 601A provides that the Board shall receive requests for advisory opinions filed with it by affected persons. Requests for advisory opinions shall be in writing, state the name and address of the person requesting the advisory opinion, disclose his interest in the question presented, state the governmental agency and/or individual involved, specifically describe the transaction involved, be signed by the person making the request, and state sufficient facts to enable the Board to respond. The Board may decline to render an opinion with regard to any such request.

Rule 101 provides that "affected person" means any person or governmental agency, or the authorized representative of such person or agency with a demonstrable and objective interest in the Board's interpretation, construction, and application of any law within the Board's jurisdiction.

Recommendations:
Decline to render an advisory opinion.
