RE:
Request that the Board waive the $100 and $450 late fees assessed against Cindy Bishop for failure to timely file Supplemental Lobbying Registration Reports.
Facts:
Miss Bishop filed her Supplemental Registration report for Louisiana Justice of the Peace and Constables that was due by April 6, 2016, 2 days late on April 8, 2016. She was assessed a late fee of $100. Miss. Bishop filed her Supplemental Registration report for La Athletic Trainers Assoc. that was due by March 30, 2016, 9 days late on April 8, 2016. She was assessed a late fee of $450.

Miss Bishop states that she filed the reports out of an abundance of caution knowing that she was going to be representing these two groups without having received a contract to begin representation. The date that she reported on the supplemental registration was later than the ethics board requirement that all new representations must be reported within five days of commencing representation.

Miss Bishop respectfully requests that the Board of Ethics waive the fines associated with this mishap. As she knew she would be busy with the legislature in session, she went ahead and filed a supplemental report to add them as clients, but the date that she used preceded the date that she started representation.

Law:
La R.S. 24:58D(1), 49:78D(1) state that any person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day.
