Sheldon Vincent, Sr. requests a waiver and states the following:
The Sunday after qualifying he had to take his wife to the emergency room because she had a severe headache. Afterwards, x-rays revealed a blood vessel bleeding from her brain. She spent most of the following week in the hospital trying to get her blood pressure under control. In addition, his wife had an operation scheduled for the end of September 2019 which included two additional emergency room visits, weeks of home health care, medical appointments and a long recovery period. He did not make any expenditures other than what was reported in the report due October 12, 2019. He did not file a 10-General Report because to him the rules seem to state that since he lost in the primary, no report was required.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
