Philip Rebowe is requesting a waiver on behalf of Ricky Johnson, Sr., for failing to amend his 2018 Annual PFD timely for the following reasons:
Mr. Rebowe stated he assisted Mr. Johnson in preparation of his 2018 Annual PFD Statement and filed it on his behalf on May 15, 2019. Mr. Rebowe inadvertently submitted the statement without Mr. Johnson's signature. During February 2020, Mr. Rebowe resigned from his position as partner with Carr, Riggs & Ingram and joined Postlethwaite & Netterville in mid-March 2020. During his transition, the business email and phone number he used were disabled. In between searching for employment in late February 2020, the Mardi Gras holiday and Covid-19 lockdown in mid March, Mr. Rebowe was unable to contact most of his clients. Mr. Johnson sent emails to Mr. Rebowe to notify him of the NOD he had received, but the email account was disabled. As a result, Mr. Johnson assumed that Mr. Rebowe had responded to the BOE. He would appreciate if the Ethics Board would consider the extenuating circumstances; and, he respectfully requests a waiver for Mr. Johnson's late fee assessment.

La. R.S. 42:1124.2
requires each person holding a public office who represents a voting district having a population of 5,000 or more persons to file an annual personal financial disclosure statement on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.
La. R.S. 42:1124.4 of the Code provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
