Charles "Gary" Wainwright requests a waiver and states the following:
When he began his campaign, he carefully reviewed the reporting periods. His impression was that since his committee had not been formed until August 2020, and had neither accepted a contribution or made expenditures within the 90-P reporting period, his first report would be due on October 5, 2020. Given the unusual circumstances of this particular chain of events, he is requesting late fees be waived.
