Advisory opinion regarding whether the Code of Governmental Ethics would prohibit Juliette Villaronga, a Probation and Parole Specialist, from accepting an honorarium from the North American Center for Continuing Medical Education. (NACCME)
Facts:
Ms. Villaronga stated that NACCME offered her an honorarium for her participation in a webinar. The request to participate in this webinar, Leveraging a Team Approach to Medication Assisted Treatment for Patients with AUD and OUD, was made by the doctors that provide Medication Assisted Treatment (MAT) for Alcohol Use Disorders (AUD) and Opioid Use Disorders (OUD) for Orleans Parish ReEntry Court. She provided that her participation in this webinar will address her experience as a Probation and Parole Officer in regards to team based strategies to ensure the appropriate use of MAT in overcoming barriers to effective AUD and OUD care. She stated that the Department of Corrections Division of Probation and Parole has authorized her participation in the webinar. Further, she provided that the Department of Corrections Division of Probation and Parole does not have any contracts with NACCME.
Law:
La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
Recommendations:
Adopt draft advisory opinion.
