The Jefferson Parish Department of General Services ("Department") has initiated an inner-department safety committee to help reduce the risk of workplace injuries and illnesses and ensure compliance with federal, state, and local health and safety regulations. The committee would like to reward employees for safety goals and actions with a department wide lunch which would be paid for by the Department and/or the Department's Director, Anthony Francis.

La. R.S. 42:1111A: No public servant shall receive anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.
La. R.S. 42:1102(22)(a) defines "thing of economic value" to include money or any other thing having economic value … except .. food, drink, or refreshments consumed by a public servant … while the personal guest of some person.
