Ralph Johnson, Sr. requests a waiver and states the following:
He knows he filed it on time. He insists that it shows a file date on our system of May 23, 2019, and that his filing was an amendment is proof that he filed an earlier report.
Staff Notes: Staff records indicate that on April 12, 2019, Mr. Johnson informed the staff he was coming into the office to file a report reflecting a $750 contribution. The original file was hand-delivered on May 23, 2019, and the amendment was not filed until June 10, 2019. Because the original filing was made on May 23, that is the date it is counted as filed, even the amendment is what shows when you click on the report in our system.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
Rule 1205(C): If a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.
