The Louisiana Public Defender Board ("Public Defender Board"), governed by La. R.S. 15:146, et seq. is responsible for the supervision, administration, and delivery of a statewide public defender system. The Public Defender Board is comprised of eleven members. Pursuant to La. R.S. 15:147, the Defender Board has all regulatory authority, control, supervision, and jurisdiction over all aspects of the delivery of public defender services in the state of Louisiana. Pursuant to La. R.S. 15:161, the Public Defender Board shall employ or contract with a district public defender to provide public defender services in each judicial district.
Paul Marx serves as the District Public Defender for the 15th Judicial District, which covers the Parishes of Acadia, Lafayette, and Vermilion. The Public Defender Board contracts with Mr. Marx, sets his salary, and has the authority to cancel his contract for good cause.
Mr. Marx was recently injured in a car accident, which required him to seek medical assistance. Mr. Marx would like to retain Chaz Roberts to represent him with regard to any personal injury claim he may pursue. Mr. Roberts is a member of the Public Defender Board.

R.S. 42:1111C(2)(d): No public servant and no legal entity in which the public servant exercises control or owns an interest in excess of twenty-five percent, shall receive anything of economic value for, or in consideration of services rendered, or to be rendered, to or for any person: (1) who has, or is seeking to obtain, a contractual, business, or financial relationship with the public servant's agency; (2) who conducts operations or activities which are regulated by the public employee's agency; and (3) who has substantial economic interests which may be substantially affected by the performance or nonperformance of the public employee's official duty.
