Request that the Board waive the $2,500 and $500 campaign finance late fees assessed against Ronald F. "Ron" Ware, a candidate for Judge, Court of Appeal, 3rd Circuit, 2nd District, Section 1C in the November 3, 2020 election, whose 180-P and 90-P campaign finance disclosure reports were filed 76 and 5 days late, respectively.
Facts:
Donna D. Williams, CPA, report preparer for Ronald Ware, requests a waiver and states the following:


As preparer for the candidate's reports, she was under the assumption that the Schedule of Reporting and Filing Dates for this candidate were for a "district office," not a "major office." As soon as she was made aware that the candidate was considered running for a "major office" the 180-P and 90-P reports were immediately filed on August 10, 2020. She respectfully requests a waiver or reduction of the late fee assessments for the candidate. They have a history of timely filing all campaign finance reports. There was no willful intent to disregard the rules and regulations of the Louisiana Board of Ethics. Your consideration and leniency in this matter would be greatly appreciated.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
