Request that the Board waive the $240 campaign finance late fee assessed Philip Earl Gilligan, a candidate for State Representative, District 54, Lafourche Parish, in the July 11, 2020 election, whose 10-P campaign finance disclosure report was filed 4 days late.
Facts:
Philip Earl Gilligan requests a waiver and states the following:


He is 72 years old and not up to date on electronic filing. He said he was dealing with bladder cancer. He said he attempted to put things together on 7/3/20, a Friday, and said he got totally confused and lost and called for assistance from our office. He went out of town for fourth of July weekend and returned on July 7th. On July 9th, he tried to file the report again and on July 10th called the office and someone walked him through the filing. He said he is sorry and it was not intentional and if the 4th had not been a holiday none of this would have happened.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
