Shannon Horton, report preparer for Derrick Earles requests a waiver and states the following:
This is her first year helping Judge Earles prepare his campaign finance reports. Because there was only one election date, she assumed the campaign only needed to file one of the reports. She initially did not file the 10-P because she understood the 11/3/20 election to be the general election and not the primary. She filed the report after receiving the delinquency notice. She was still under the impression that only one report needed to be filed since there was only one election date. It wasn't until she received the second notification that the 10-G report was late that she realized that both reports needed to be filed.
