Craig Marks requests a waiver and states the following:
Because of the cold weather he had to use FEDEX delivery service instead of USPS. He received a call from FEDEX stating that his package could not be delivered to the address on the label and they were sending the package back to him, which took additional time. He discovered that the FEDEX store clerk did not include the suite number and that was why the package was returned. He is asking for a waiver due to initial weather conditions that were beyond his control and because of the error by FEDEX that was also beyond his control.
