Wade N. Kelly, report preparer for Andrew Casanave, requests a waiver and states the following:
On August 29, 2020, the eye of Hurricane Laura struck Lake Charles as a category 4 hurricane. His office was on the 16th Floor of the Capital One Building, which was decimated. All of his paper files were in the office, including records regarding campaign contributions for Mr. Casanave and his computer was completely destroyed. Due to the severity of the damage, tenants of the building, including him, were not able to enter until 9/27/2020. He was able to remove his computer equipment from the building that day. He hired a new IT professional who had to order new servers and then install them, and download his files from the cloud. This process was not completed for weeks. There was no internet access except through connecting laptops to mobile phone hotspots, which had not been dependable for weeks.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
LAC 52:1205(B)(3) provides that a fine may be rescinded if the late filing was due to a natural disaster affecting the person responsible for filing the report within 14 days prior to the report being due.
