Request that the Board waive a $600 campaign finance late fee assessed against Randy Pijor, an unsuccessful candidate for City Marshal, City Court, City of Houma (Pop. 33,406), in the November 3, 2020 election, whose 10-G campaign finance disclosure report was filed 33 days late.
Facts:
Randy Pijor requests a waiver and states the following:

During the campaign he was hurt at work and eventually ended up in physical therapy, out of work (under workmen's comp) and having shoulder surgery for a torn rotator cuff and torn biceps. He was also required to see a Cardiologist and has an abdominal aortic aneurysm. Then toward the close of the campaign his wife (she has a compromised immune system due to R/A and Lupus) caught an infection in her face which put her in and out of the hospital for the better part of 2, almost 3 weeks. At the time he was overwhelmed. There was no malice, or any intent on the report being late he was just overwhelmed at the time.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

Recommendations:
Suspend all but $200 based on future compliance. The $200 is payable within 20 days and if payment is not received within 20 days, the full amount of the late fee becomes due and owing.
