Reconsideration stated: Late filing occurred because the pandemic impacted the transition between leadership of the PAC.
Original request stated: Had Chairperson known of the requirement to send this report, he assures that they would have acted. However, due to circumstances beyond their control they failed to understand the need. The 2016-2020 Rapides DPEC had practically disintegrated due to the illness of the chairman. The transition process from that term to the new one was not at all a smooth one. The election of the members was twice postponed due to Covid. In the meanwhile they had a complete turnover of officers with no communication for many months. and did not even have access to the USPS mailbox. It has been a slow process but they feel like they have now recovered and can function.
