RE:
Request that the Board waive the $1,600, $200 & $3,000 campaign finance late fees totaling $4,800 assessed against Good Government Coalition, a political action committee, its committee's chairperson, Rex Moncrief, and treasurer, Anne Price, whose May 2019, June 2019 and December 2019 Monthly campaign finance reports were filed 8, 1 and 34 days late, respectively.
Facts:
Rex Moncrief, chairperson for PAC Corporation requests a waiver and states the following:


May 2019: They attempted to fax the report in on June 10, 2019; however, the fax did not go through. As soon as they were aware the report had not been received, they immediately contacted the office via phone and sent it again.


Dec 2019: Around April 9, 2021, after being selected as chairman again, he contacted the office to change our filing to "typical", discuss the filing schedule for that, and was also informed that they needed to remit their yearly filing fee, which he did. On April 15, 2021, they received their certificate of registration and corresponding letter from the office. At no time during these conversations with this office was there any indication of problems or potential assessments.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
