Untimely waiver request that the Board waive $1,800, $540 and $600 for total of $2,940 campaign finance late fees assessed against Matthew McCoy, an unsuccessful candidate for Councilman, Metro District 4, East Baton Rouge Parish, in the November 3, 2020 election, whose 30-P, 10-P and 10-G campaign finance disclosure reports were filed 30, 9 and 12 days late, respectively.
Facts:
Matthew McCoy requests a waiver and state the following:

He states he did not sign for the letter; it was found in the mailbox on the 7th of March2021. Postmark was March 3, 2021. He has received no other communications from the Board, certified or otherwise. The notice stated that he was 12 days late in filing a 10-G report. After receiving the10-G Notice, he went to the SOS Campaign Finance website and searched "Fines." It shows 2 other fines for which he has not received any notice. One for a 30-P report at $1800 and one for a 10-P for $540. His entire campaign had less than $3000 in total funds, of which all but $250 was self-funded. Additionally, not an excuse, his 78 year old father was in the hospital from 12-3-20 through 1-16-21. He stayed 12-14 hour nights while his wife stayed 12-14 hour days for the entire duration. They have been living with him at his home through 3-16-2021. If there were calls or notices sent to his home, they may not have received them.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

Consider the untimely request.
