Request that the Board waive the $480 campaign finance late fee assessed against Carla Sigler, an unsuccessful candidate for City Court Judge, City of Sulphur (Pop. 20,410), Calcasieu Parish, in the November 3, 2020 election, whose 10-G campaign finance disclosure report was filed 8 days late.
Facts:


Carla Sigler request a waiver and states the following:

Two hurricanes, Hurricane Laura (August 27, 2020) and Hurricane Delta (October 10,2020) hit her election area of Sulphur, Louisiana within six weeks of each other, and they were in the midst of a pandemic, so to say that it was the most challenging campaign environment possible wouldbe an understatement. She decided to hire an experienced and reputable accountant with campaign finance experience. As soon as she received the late notice letter, within minutes she contacted Mr. Foolkes about it. Mr. Foolkes informed her that he did not know that this report was due because there were no additional expenditures to report. She believes that he filed the overdue report the very next day after she received the letter.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
