Advisory opinion request from Sheila Campbell, the Director of the Department of Education, Division of Licensing, regarding whether the Code of Governmental Ethics would prohibit a vendor from becoming an employee.
Facts:
On May 17, 2022, staff requested additional information from Ms.Campbell via e-mail (a read receipt was issued on May 17, 2022). However, no response has been received.

In order to correctly respond to her request, the Board will need the following information:

1. The name of the contractor who would like to become an employee in the licensing department.

2. Does the contractor intend to re-new her contract with early steps.

3. What services does the contractor provide for early steps?

4. What services would the contractor provide as an employee in the licensing department?


5. Is the licensing department a separate department from Early Steps (requested an organizational chart)?

6. Will the contractor as a public employee be licensing centers where the contractor performs her contract services?

7. Who pays the contractor and who will pay her as a licensing employee?

Recommendations:
Decline to render. Advise if additional information is received, it will be re-docketed for consideration by the Board.
