Disqualification Plans submitted for approval by the St. Martin Parish Sheriff's Office on behalf of the following employees: Nolan Hulin, Avery Hulin, Kaye Hulin, Darren Dore' and Linda Dore'.

HULINS:


Nolan Hulin was hired by the St. Martin Parish Sheriff's Office on January 7, 2021, and serves as a Narcotics Lieutenant in the Enforcement Division.


Nolan's son, Avery Hulin, was hired on August 24, 2021, as a Correctional Officer in the Corrections Division. At times, Nolan Hulin is required to work cases in the Corrections Center. Nolan Hulin is not in Avery Hulin's chain of command, but their work duties may result in them working on the same cases.

Nolan's wife, Kaye Hulin, was hired on October 1, 2021, as a Special Investigation Deputy for the Special Crimes Unit. In this position, Kaye Hulin will, at times, be assigned special projects by Sheriff Becket Breaux. These special projects and internal affairs investigations could potentially involve any department or division within the St. Martin Sheriff's Office. Kaye Hulin is also the mother of Avery Hulin.
PROPOSED DISQUALIFICATION PLAN
To avoid any potential violation of La. R.S. 42: 1112B(1), all duties, decisions, and/or approvals that affect the employment and or salary of Kaye Hulin and Avery Hulin shall be handled by their respective chains of command. Any such decision or approval will be performed by Avery Hulin's normal chain of command: Captain Robley Picard, Major Ellis Melancon, Chief Deputy Harold Jean Baptiste, and, if necessary, St. Martin Sheriff Beckett Breaux. Any such decision or approval will be performed by Kaye Hulin's normal chain of command: Captain Gabriel Gauthier, Chief Deputy Harold Jean Baptiste, and, if necessary, St. Martin Sheriff Beckett Breaux. Any such decision or approval will be performed by Nolan Hulin's normal chain of command: Captain Ross Stevens, Major Kervin Fontenette, Chief Deputy Harold Jean Baptiste, and, if necessary, Sheriff Beckett Breaux.


DORE'S:


Darren Dore' was hired by the Sheriff's Office on June 14, 2004, and serves as the Chief Financial Officer. His brothers wife, Linda Dore', was hired by the Sheriff's Office on August 2007. She transferred into Human Resources effective October 29, 2017, and currently serves as a Human Resources Officer.
Following Sheriff Beckett Breaux beginning his term on July 1, 2020, the Sheriff's Office was restructured. As a result, the Human Resources Department has now been placed under the direct supervision of Chief Financial Officer Darren Dore'.
PROPOSED DISQUALIFICATION PLAN
To avoid any potential violation of La. R.S.42:1112B(1), Darren Dore' will be excluded from any and all duties, decisions, and/or approvals required by the Sheriff's Office that affect the employment and or salary of Linda Dore'. Any such duties, decisions, and/or approvals that affect the employment of Linda Dore' will go to Sheriff Beckett Breaux, or an individual appointed by Sheriff Beckett who is not supervised by the CFO.


Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.


La. R.S. 42:1112C allows a disqualification plan to be developed in accordance with rules adopted by the Board to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.

Recommendations:
Approve disqualification plans.
