Request to waive the $1,500 late fee assessed against Gregory Morrison for failure to timely file a Supplemental Registration Report.
Facts:
Information provided by staff:

Mr. Morrison has been a lobbyist since 2019. He renewed his registration for 2022 on December 13, 2021. At that time, Mr. Morrison included Cleco-Cajun as a client. He submitted a supplemental registration on February 24, 2022 terminating his representation of Cleco-Cajun effective December 31, 2021.

Information provided by Mr. Morrison:


Mr. Morrison states he was unaware that using his "official" contract date for his contract with Cleco-Cajun would cause him to get penalized. His contract with the client renewed with the calendar year for the prior two years (i.e. 12/31). The client continued to pay him for the month of January 2022. The payment was for arrears as it was for the services rendered for the month of December 2021. In February of 2022, they indicated to him verbally that they would most likely not renew his contract for 2022 going forward as the scope of services they contracted him for had come to a close. They indicated this to him on or around February 2, 2022. To date, Mr. Morrison states that he has not received a written termination letter from Cleco-Cajun. Since he did not receive compensation for any work in 2022, he concluded that the contract terminated on 12/31/2021, which was the official end date for Cleco-Cajun.

Law:
49:74C, 33:9664C and 24:53E provides that a lobbyist may file his registration renewal at any time from December 1st until January 31st.

49:74D(1)(a), 33:9664D(1) and 24:53F(1)provides that within ten days of termination of a registrant's employment or representation of any person, the registrant shall file a supplemental registration with the Board acknowledging the termination of his/her employment or representation.
