Christopher Wolff is employed by the City of New Orleans in the IT Department. He has a corporate entity under which he develops software in his spare time, in particular mapping and gaming software. He does not sell the software, but does maintain intellectual property rights for the software.
Mr. Wolff asks whether he can solicit investments from out of state investors who have no relation to the City of New Orleans. He also asks several hypothetical questions regarding potential business consulting work in connection with companies that respond to Requests for Proposals issued by the City of New Orleans.
