Juana Marine-Lombard requests a waiver and states the following: She is still carrying $100,000 of debt from the two races and was unemployed for nearly 6 months, while she ran in the 2020 election. That debt, the recent hurricane, along with recent changes in her living/personal situation makes it difficult to pay the $2,500 fine at this time. She filed her 2020 Supplemental report for the 2020 election, but didn't file the one for the 2007 election. Since she was a judicial candidate she didn't handle her campaign finance reports. Her former campaign manager, also her former spouse was handling those reports. In February or March of 2021, a letter was received about failure to file the 2020 Supp, but her former manager didn't address the issue because he thought it was referring to the 2020 report already filed.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
LAC 52:1205(C) states if a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.
