East Feliciana Rural Water System, Inc. ("EFRW") was incorporated in June 1972. The EFRW is operated by a nine (9) member Board of Directors and eleven employees, including the Executive Director and Operations Manager. EFRW's Executive Director and Operations Manager have the responsibility for hiring and firing staff for the purpose of running the office and field operations. In August 2021, John Wayne Higginbotham was hired by management to fulfill a position in Operations as a field water technician. Mr. Higginbotham is also the grandson of the Vice President of EFRW's Board of Directors, John Cadenhead. Mr. Cadenhead has served as a Board of Director since 2011and has served as the Vice President since 2014. In October 2021, the President of EFRW's Board of Director appointed Mr. Cadenhead to serve as Chairman for the Personnel Committee upon the resignation of the previous chairman. The Personnel Committee is appointed by the Board President for the purpose of developing personnel policies, addressing personnel issues, reviewing job positions and descriptions, and making pay scale recommendations for increases and incentives. The Personnel Committee has no official authority other than to gather information and make recommendations to the full Board of Directors for consideration and adoption.
The EFRW Board has requested a withdrawal of its request.
