Billy Spikes requests a waiver and states the following:
He was late submitting his paperwork because he was waiting until the last day of qualifying to make sure there were not a lot of candidates entering the race. Every January he plans a getaway for his wife's birthday. The day he was supposed to send in his paperwork he was out of the country. After getting back, they spent a couple of days with his daughter in Florida.
