Advisory opinion as to whether the post-employment restrictions in the Code of Governmental Ethics prohibit Jennifer Jeffers, A KIPP employee and former Booker T. Washington High School Assistant Principal, from transacting with Booker T. Washington High School students and other public school students by learning through international travel.
Facts:
Ms. Jeffers completed her tenure with KIPP New Orleans Schools in June of 2022. Her last position was to serve as the assistant principal for Booker T. Washington High School. Additionally, during her employment with KIPP, she served as a chaperon on one international trip to Costa Rica. This was not part of her job duties and she was not compensated for serving as a chaperon.

She founded a company that creates a curriculum for experiential learning through international travel. She would like to work with Booker T. Washington High School and other KIPP Schools. She will provide a new service, new curriculum, new students, new teachers, and new itinerary.

Law:
La. R.S. 42:1121B provides no former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following the termination of his public employment, render, any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
Recommendations:
Adopt draft advisory opinion.
