RE:
A Request for an Advisory Opinion, submitted by Dr. Gregory Gormanous, concerning whether the the Code of Governmental Ethics ("Code") would prohibit Board members of the Louisiana State Board of Examiners of Psychologists ("LSBEP") from receiving complimentary continuing education credit for attending The Association of State and Provincial Psychology Boards ("ASPPB") conference meetings.
Facts:
The ASPPB is a non-profit association of psychology licensing boards. The LSBEP, which is a self-funded state regulatory agency, has been a member of ASPPB since the 1960's. ASPPB is holding its 62nd Annual Meeting in Maryland. The LSBEP members' attendance at these conferences is a direct benefit to LSBEP. Travel for LSBEP members who are attending the meeting is funded by LSBEP, in accordance with PPM 49. The members are inquiring as to whether the Code prohibits LSBEP Board members from receiving continuing legal education credit if they attended all ASPPB meetings.
Recommendations:
Adopt the proposed advisory opinion.
