Request for approval of a disqualification plan involving the Superintendent of Natchitoches Parish Schools. |

Grant Eloi is the Superintendent for the Natchitoches Parish
School Board. His wife, Lauren Eloi, is classified as a 9-month teacher and employed
by the Natchitoches Parish School Board. She is employed at Fairview Alpha Elementary
School.
To avoid any potential violations of La. R.S. 42:1112, Natchitoches
Parish School Board has approved and implemented the following disqualification
plan:
Dr. Eloi is prohibited from participating in any decisions addressing
leave requests/approvals, performance evaluations, disciplinary actions, pay
increases, promotions, demotions, or in any other activity in which Lauren Eloi
may have a substantial economic interest. Any decisions or activity regarding Lauren
Eloi will be performed by Linda Page, Human Resources Director or Ben LaGrone,
Director of Teaching and Learning.
The Natchitoches Parish School Board respectfully requests
that the Board of Ethics approve the disqualification plan.

La. R.S. 42:1119A. No member of the immediate family of an agency head shall
be employed in his agency.
La. R.S. 42:1119B(1) No member of the immediate family of a member of a governing
authority or the chief executive of a governmental entity shall be employed by
the governmental entity.
La. R.S. 42:1119(B)(2)(a)(i) Any local school board may
employ any member of the immediate family of any board member or of the
superintendent as a classroom teacher provided that such family member is
certified to teach or is temporarily authorized to teach while pursuing certification.
La. R.S. 42:1112B. No public servant, except as provided in R.S. 42:1120,
shall participate in a transaction involving the governmental entity in which,
to his actual knowledge, any of the following persons has a substantial
economic interest:
(1) Any member of his immediate family.
La.
R.S. 42:1112C. Every
public employee, excluding an appointed member of any board or commission,
shall disqualify himself from participating in a transaction involving the
governmental entity when a violation of this Part would result. The procedures
for such disqualification shall be established by regulations issued pursuant
to R.S. 42:1134(A)(1).

R.S. 42:1102(2)(a):
"Agency" means a department, office, division, agency, commission,
board, committee, or other organizational unit of a governmental entity.
La. R.S. 42:1102(3): "Agency head" means the chief executive or
administrative officer of an agency or any member of a board or commission who
exercises supervision over the agency.
La.
R.S. 42:1102(13): "Immediate
family" as the term relates to a public servant means his children, the
spouses of his children, his brothers and their spouses, his sisters and their
spouses, his parents, his spouse, and the parents of his spouse.
