Garland Brossette requests a waiver and states the following: He submitted the reports on time, but they were rejected. He resubmitted the updated reports via e-mail on 04/19/22. On 05/25/22, he received a notice stating they were not submitted. He submitted proof of previous submission via e-mail, but that proof indicates it was sent after the due date, and he may have had a typo on the recipient's name. On 05/25/22, he submitted reports via the web site.
